On October 12, 2025, all Hamburg residents will vote in a referendum on the future of climate protection in our city. The Hamburg Future Decision aims to commit Hamburg to becoming climate neutral by 2040 – with binding CO₂ budgets, annual reviews, and immediate measures if the targets are not met. It is particularly important that implementation is socially acceptable so that climate protection and justice go hand in hand.
For the law to come into effect, at least 265,000 yes votes are needed. If this succeeds, clear annual targets will apply from 2026, climate neutrality in 2040 will become a binding basis for all official action – and the result cannot be weakened or contested in subsequent years, as it is specially protected by the referendum.
Voting is straightforward: from mid-September, the city will automatically send out postal voting documents. This means you can vote from the comfort of your own home – or go directly to the polling station on October 12 between 8.00am and 6.00pm.
